Presidential candidate ABDIAZIZ HASSAN GIYAAJO AMALO releases the following statement:
“I am alarmed by continuing reports of brazen fraud and corruption in the electoral process to select members of the Lower House and the unwillingness of election officials and certain members of the international community, through a mix of outright corruption and gross incompetence, to properly review and resolve complaints of serious electoral malpractice.
I commend those political leaders and civic groups who have spoken out publicly about these issues and the complicity of the United Nations and certain others in the international community in the fraud being perpetrated against the Somali people. I am particularly supportive of the statement issued today by the Alhu Sunna group, which eloquently summarized the unacceptable conduct by those orchestrating the 2016 elections and how their misconduct poses serious dangers to our country.
I can add to this statement some personal observations based on the handling of the election process for the Lower House seat that I attempted to contest in Hirshabelle against Mohamed Hassan Ibrahim (“Qoono”). Prior to the election, I withdrew my candidacy and promptly filed a complaint with the IEDRM because it was obvious to me that the

process was rigged in favor of Mr. Qoono as a result of serious abuse by him and his allies. As I was not willing to engage in similar misconduct, I felt that there was no way fairly to compete for the MP seat. In preparing my case to challenge Mr. Qoono’s rigged selection, I learned that in order to prevail, Mr. Qoono had engaged in audacious acts of bribery and other serious criminal behavior, fraudulently installing friendly delegates to vote for him and offering them direct payments in exchange for their support. Proving Mr. Qoono’s misconduct, I obtained evidence of a $7,000 check paid on his behalf to the individual who rigged the delegate selection process in his favor, and the videotaped testimony of two delegates who confessed that they were offered bribes by him.
I presented this evidence in a formal complaint lodged with the IEDRM, and I timely paid my $1,000 fee. I asked that Mr. Qoono be denied his seat in the Lower House and that he be disqualified from competing in any further electoral process. Days later, to my astonishment, the IEDRM informed me that my complaint was being summarily denied, and that I would not even be afforded a hearing in which I could present my case and confront Mr. Qoono with the mountain of evidence against him.
In private conversations with the Chairman of the IEDRM, Abdirizak Jama Bare, I was told that he was “pressured by the UN and the Hirshabelle president” to quickly deny my claim and anoint Mr. Qoono as a member of the Lower House. He told me that to expedite consideration of claims of electoral fraud, the claims were placed into three categories – A, B, and C – and that while all three categories presented cases where serious fraud may have occurred, the IEDRM

only had time to deal with the “Category A” claims, or what the international community unilaterally determined to be the small handful of the most “egregious” misconduct. He said that Category B and Category C claims – where serious fraud may have occurred but just not as obviously or as egregiously – would not be reviewed at all, and the results of those tainted elections would be certified. According to Mr. Jama, my claim was labeled as “Category C” and thus would not be reviewed at all.
That my case would be resolved in this manner is reprehensible and reflects bad faith by all concerned. It is clear that an arbitrary determination was made to classify my claim as not as egregious as the few that would receive review and that the United Nations (i.e., Michael Keating) and Hirshabelle president were complicit in this determination. The only thing that logically could have motivated Mr. Keating to take this unseemly action against me is my outspoken criticism of his management of the electoral process, which has been abysmal. The actions by Mr. Keating and the Hirshabelle president prove that this parliamentary election is a complete sham.
If buying and paying for a parliamentary seat (a fact established by two videotaped confessions and direct evidence of a cash payment) does not rise to the level of egregious electoral misconduct, what does this say about the integrity of this election process? How many other “Category B” and “Category C” claims were brushed aside and ignored in similar fashion to my claim? How can anyone trust the outcome of this election process when those overseeing the process acknowledge that widespread fraud is occurring and that, based on political vendettas (by Mr. Keating against me) or blind adherence to arbitrary timetables, they

only seek to address the few worst examples of fraud.
In a recent message posted to Mr. Keating’s Twitter account, he appealed for redress in only cases of the “most egregious electoral fraud.” Desperate to legitimize a thoroughly corrupt process, which has resulted in countless cases of fraud and other electoral abuse, Mr. Keating wants to single out a small handful of extreme cases that are resolved fairly and have us ignore all the other examples of malpractice, which he subjectively views as “less egregious.” As if having an election where widespread fraud occurs can be tolerated, so long as four or five extreme cases of fraud are addressed. Mr. Keating does not get to pick winners and losers, and he certainly cannot be permitted to whitewash this broken selection process over which he has presided.
I demand an immediate hearing on my complaint against Mr. Qoono and his prompt disqualification as a member of the Lower House. I call upon the IEDRM to provide a similar level of due process to all other complaints wrongly classified as “Category B” and Category C” claims. I also demand a refund of my $ 1,000 complaint fee, which was obviously paid for no purpose other than to enrich those managing this election.
Furthermore, I hereby serve notice to the heads of the IEDRM and FIEIT, both of whom are UK citizens, that I will be turning over my evidence of their gross mishandling of this electoral process to the UK’s Serious Fraud Office and will be requesting a full investigation to determine whether, as seems quite obvious, they have violated UK’s anti-corruption laws.
As a presidential candidate in the upcoming December 28 election, the

Somali people should rest assured that when I prevail, I will be making dramatic changes in the way things work in Somalia, starting with dismantling the corrupt UN administration led by Mr. Keating and fully restoring Somalia’s sovereignty. My top priorities will be to secure all regions of our great country, defeat Al Shabaab within my first six months in office, and bring immediate private direct investment into the country to lift up all Somalis. We will sideline foreign meddlers and insist that financial resources, public and private, come directly into Somalia to benefit Somalis and pay a fair return to our financial partners. Perhaps this is why Mr. Keating is working so hard against me now.
Notwithstanding Mr. Keating’s efforts to maintain the status quo, I am confident that major change is coming to Somalia, and it will be Somalis who prevail in the end.
Hassan Sheikh Mohamud and Omar Abdirashid, take notice: the time for corrupt and feckless leadership is over. It is time to Take Back Somalia.
